TOPOFF III After Action Report

 

From April 4-8 2005, representatives from the NJCPHP, along with 16,000 other individuals in the United States, Canada and Great Britain, participated in the Congressionally-mandated Top Officials III (TOPOFF III) bioterrorism full-scale exercise. TOPOFF III was designed to test domestic security preparedness and response to a simulate biological attack in New Jersey’s Union and Middlesex Counties and a chemical attack in New London, Connecticut. The New Jersey Department of Health and Senior Services and the federal Department of Homeland Security coordinated the exercise, which involved representatives from more than 200 federal, state, local, tribal, volunteer, private sector and international organizations.

 

NJCPHP Director Glenn Paulson and his staff have created an After Action Report on the TOPOFF III exercise, which describes the observations and experiences of the Center staff who were present at its various venues in New Jersey.
