[4] Getting Medicine to Millions in a Public Health Emergency: Can Retailers Play a Role? - Center for Biosecurity of the University of Pittsburgh
The staff at the Center for Biosecurity of the University of Pittsburgh's report explores the idea of having a retail-public health partnership in an emergency. Implementation of the POD (point of dispensing) model may not be realistic if there were a need to vaccinate or administer antibiotics to the entire population. The report describes the benefits of the public health community working closely with large retailers who have experience in influenza vaccination clinics, are known to the public, and have the space to host mass distribution.

[5] Writing A Disaster Plan: A Guide for Health Departments UCLA Center for Public Health and Disasters
The UCLA Center for Public Health and Disasters has written a web-based guidebook for health departments for use in preparing an all-hazards disaster plan. The guide is designed to help public health departments establish disaster plans that are both comprehensive and specific to their own resources, laws, and jurisdictions. The guidebook can be viewed and downloaded at the UCLA Center for Public Health and Disaster's website. http://www.cphd.ucla.edu/disasterguidebook.html
