Vulnerable Populations - Operation Hurricane Ilsa: CEI Tabletop Exercise

The scenario-based exercise will encourage participants to think broadly about the resources available in the provision of services for special and at risk populations during the pre-event, event, and post-event phases of a hurricane. Participants ill brainstorm the resources needed to effectively respond to this event and resolve any of the conflicts posed in the scenario. Issues relating to mass evacuation, sheltering, and the provision of medical care for vulnerable populations will be emphasized. During this tabletop exercise, participants will work in interdisciplinary teams to achieve the following
objectives:

  • Identify groups who need assistance and how to locate them in the event of an emergency
  • Develop strategies for communicating risk to vulnerable populations
  • Identify the resources and agencies required for evacuating vulnerable populations and providing for their care in emergency
